OC Watersheds 2008-09 Flood Control District PEA

Archived PEA Reports (2000-01 through 2009-2010)
Below is the Stormwater Program Effectiveness Assessment (PEA) for the County of
Orange/Orange County Flood Control District (County), for the 2008-09 reporting
period (July 1, 2008 - June 30, 2009). This report documents the County's efforts
to protect and improve surface water quality through the implementation of programs,
activities, and structural controls which are designed to minimize pollutants in
stormwater runoff. It was submitted to the Santa Ana and San Diego Regional Water
Quality Control Boards as well as the United States Environmental Protection Agency,
Region IX, on November 15th, 2009.
The County has adopted the California Stormwater Quality Assocation (CASQA) method
of program effectiveness assessment which is based on the following six outcomes:
- Documenting Activities
- Raising Awareness
- Changing Behavior
- Reducing Loads from Sources
- Improving Runoff Quality
- Protecting Receiving Water Quality
The objective of the PEA is is two fold:
- Document compliance with the requirements of the two municipal separate storm sewer
system (MS4) permits Orange County is subject to (issued by the Santa Ana and San
Diego Regional Water Quality Control Boards).
- Demonstrate that the County is working effectively to achieve surface water quality
protection and improvement.
The report below is truly the product of a team effort. It is prepared annually
on behalf of the County/OCFCD under the direction of OC Public Works/OC Watersheds,
with the help and assistance of each and every County Agency and Department. Questions
