Documents A number of documents are available on these pages that describe the regulations and programs aimed at preventing and controlling the discharge of pollutants to the municipal stormdrain system and receiving waters. Orange County lies within two different regions of the State Water Quality Control Board's jurisdiction: the Santa Ana Regional Water Quality Control Board and the San Diego Regional Water Quality Control Board.

Prior to the development of the 2003 DAMP, the Orange County Stormwater Permittees collectively prepared and submitted an Annual Progress Report to the Santa Ana and San Diego Regional Water Quality Control Boards each November 15th, covering activities conducted from July 1st through June 30th, to verify compliance with NPDES Permit requirements.

The 2002-2003 period represented a shift in this traditional reporting format. More emphasis was placed on evaluating effectiveness of the program elements using both direct and indirect measures and for the first time, in addition to a unified report, each Permittee submitted an individual jurisdictional report to the Regional Boards. The unified and individual annual reports are now referred to as the Program Effectiveness Assessments (PEA) and are still submitted each November 15th covering activities conducted from July 1st through June 30th.

The Unified Annual Progress Report Program Effectiveness Assessment is compiled based on information provided by each Permittee within the individual Program Effectiveness Assessment reports. It is meant to highlight certain program measures on a regional, countywide scale, to help evaluate the effectiveness of the programs collectively. Comments or questions concerning the Unified Annual Progress Report Program Effectiveness Assessment should be directed to Richard Boon of the County of Orange Watershed and Coastal Resources Division.

As stated above, each Permittee now also prepares an individual Program Effectiveness Assessment report to help evaluate effectiveness of the programs on a jurisdictional basis. For information on obtaining other individual PEAs, please consult the appropriate city web site. Comments or questions concerning the County of Orange/Orange County Flood Control District Program Effectiveness Assessment should be directed to Grant Sharp of the County of Orange Watershed and Coastal Resources Division.
