OC Watersheds North OC WMA
The NOC WMA encompasseses 241,000 acres (376 square miles) in Northern Orange County.
The NOC WMA is bordered by Los Angeles County to the North and West and to the East
by San Bernardino County. The three watersheds in this area are the San Gabriel
River/Coyote Creek, Anaheim Bay-Huntington Harbour and the Santa Ana River. All
three watersheds lie within the Santa Ana Regional Water Quality Control Board boundary.
Currently the 303(d) list shows the following as impaired water quality segments
in the NOC WMA; Bolsa Chica Beach, Huntington Beach State Park, Huntingtom Harbour,
Seal Beach and Santiago Creek, Reach 4. Total Maximum Daily Loads (TMDLs) for these
reaches have an implementation date of 2019.
The NOC WMA includes all of the cities of Anaheim, Brea, Buena Park, Cypress, Fountain
Valley, Fullerton, Garden Grove, Huntington Beach, La Habra, La Palma, Los Alamitos,
Placentia, Seal Beach, Stanton, Villa Park, Westminster, and Yorba Linda, and portions
of the cities of Costa Mesa, Orange, Newport Beach, and Santa Ana, as well as unincorporated
areas of Orange County.

Efforts to develop an Integrated Regional Water Management Plan for the NOC WMA
began in June, 2007. Stakeholder meetings focused on developing goals and objectives
for the region, and began to collect ideas for potential projects to be included
in the Plan.
On July 27, 2010 the California Department of Water Resources (DWR) released the
final guidelines for the Proposition 84/1E grant program. These guidelines established
the general procedures and criteria that DWR is using to implement each Integrated
Regional Watershed Management grant program. Based on these guidelines the NOC WMA
Plan was restructured to follow DWR Proposition 84/1E guidelines.
The public commnet period for the NOC WMA plan closed on January 28, 2011. Comments
were received and incorporated in the final plan. The final NOC WMA plan is below,
each section of the plan is a separate file for ease of use.
