Frequently Asked Questions (FAQs)
- Who must submit a Project WQMP?
A Project Water Quality Management Plan (WQMP) must be submitted
for all “priority” new development and significant redevelopment projects. To determine
whether your project is considered a “priority project,” please refer to Tables
7.II-2 and 7.II-3 beginning on page 7.II 1-5 of the Model WQMP.
- Who must submit a NPP?
A Non-Priority Project Water Quality Plan (NPP) must be submitted
for all “non-priority” new development and significant redevelopment projects. To
determine whether your project is considered a “non-priority project,” please refer
to Section 7.II-1.3 on page 7.II 1-7 of the Model WQMP.
- Where can I find the Project WQMP Template?
The jurisdiction in which you are planning development will provide
you with a WQMP template upon request. The Model WQMP and Technical Guidance Document,
which provide information on how to complete a WQMP Template, are available on the
OC Watersheds website at http://ocwatershed.com/WQMP.aspx.
- Where can I find the NPP Template?
The jurisdiction in which you are planning development will provide
you with a NPP template upon request. The Model WQMP and Technical Guidance Document,
which provide information on how to complete a NPP template, are available on the
OC Watersheds website at http://ocwatershed.com/WQMP.aspx.
- What is the Technical Guidance Document?
The Technical Guidance Document is a companion document to the
Model WQMP. Whereas the Model WQMP provides answers to the questions, “What?” “Why?”
and, “When?” the Technical Guidance Document provides answers to the question, “How?”
The Technical Guidance Document provides details for site planning and selection
of best management practices (BMPs) to meet the performance criteria specified by
the Santa Ana Region MS4 permit, as well as a technical basis for documenting feasibility
of low impact development (LID) BMPs.
- What is a WIHMP? Who develops the WIHMP?
The WIHMP is the Watershed Infiltration and Hydromodification Management
Plan. Section XII.D.5 of the Santa Ana Region MS4 permit requires a WIHMP to be
developed for each of the following watersheds: Coyote Creek-San Gabriel River,
Anaheim Bay-Huntington Harbour, Santa Ana River, and Newport Bay-Newport Coast.
The County as Principle Permittee works with the other Permittees in the each watershed
to develop the WIHMPs. Each WIHMP must include maps to identify areas susceptible
to hydromodification, and a hydromodification model tool. A Model WIHMP has been
developed for the Coyote-Creek-San Gabriel River watershed and has been submitted
to the Executive Officer for approval, but has not yet been approved.
