Watershed Programs

Integrated Regional Watershed Management Program

The Laguna Creek Coastal Streams Watershed is part of the South Orange County Watershed Management Area (WMA). The County of Orange, cities, water and wastewater agencies of South Orange County formed the South Orange County IRWM Group in 2004 and subsequently developed and adopted the South Orange County IRWM Plan. The IRWM Group established the South Orange County IRWM region as a cooperative framework for planning and implementing water management strategies in the region to improve water quality, integrate flood management, restore natural resources, and increase water supply and reliability.

Watershed Workplans

The Laguna Coastal Streams Watershed Workplan identifies the management activities being undertaken by the cities of Aliso Viejo, Laguna Beach, and Laguna Woods, County of Orange, and the Orange County Flood Control District (the Laguna Coastal Streams Watershed Permittees) to address priority water quality constituents of concern in the creeks and streams of the Laguna Coastal Streams Watershed. This Workplan is updated annually. 

Watershed Projects

Heisler Park ASBS Protection & Preservation Project

Heisler Park underwent a major renovation with innovative site design that included tilted pathways, contoured swales and terraces built with retaining walls and curbs to reduce blufftop erosion. The blufftops along the rim of the park were stabilized, the drainage and irrigation systems were overhauled, both restroom facilities were rebuilt and new stairs were constructed to Rockpile Beach.

This project was designed to showcase the latest in environmentally friendly design, particularly with regard to drainage. All storm and "nuisance" water draining from the park in the renovated areas are routed away from the blufftops and through various types of natural filters before entering the storm drain. Nuisance flows entering the storm drain for the Picnic Beach area are diverted to the sewer rather than to the beach. Additional information is available by clicking the link Heisler Park ASBS Project
