OC Development Services

Oversees the planning and development entitlement requirements for private and public projects within the County’s unincorporated areas. This includes permit processing, inspection services and management of zoning, building and code regulations – all to ensure safe and responsible property development and community standards.

Core Services

Building & Safety

Ensures public safety by reviewing, monitoring, and approving, building plans, grading plans, water quality management plans and geotechnical reports. In addition, delivers community code enforcement services through the Neighborhood Preservation division.

Inspection Services

Provides professional inspection services in unincorporated areas of Orange County, including building construction, grading, subdivision development, encroachment permits, National Pollutant Discharge Elimination System (NPDES) activities and Surface Mining and Reclamation Act (SMARA) activities.

Land Development

Manages the County’s role in the planning, design, financing, plan checking and construction of master planned communities. This includes public and privately-owned flood control facilities, highways, streets and all related infrastructure built or funded by master developers.

Planning

Ensures the positive growth and development of the County’s unincorporated areas through the implementation of the zoning code, planned communities, local coastal plans, specific plans and General Plan. Reviews environmental documents for both private and public development projects.

Permitting

Assists customers with permit submissions and issuance, research requests, property information and other inquiries through the public permit counter and the online myOCeServices/Land Management System platform.

SUBJECT: PA20-0072: General Plan Amendment GPA 20-02 Transportation Element

PROPOSAL: Recommend to the Board of Supervisors amendment of the County of Orange Circulation Plan, contained in the Transportation Element, to conform the Circulation Plan to the Orange County Master Plan of Arterial Highways (MPAH), administered by the Orange County Transportation Authority (OCTA). The proposed revisions to the Circulation Plan, once adopted will: 1) delete “Conceptual Proposed” Cristianitos Road, south of Cow Camp Road, and 2) add the alignment of Los Patrones Parkway extension (LPPE) from Cow Camp Road to Avenida La Pata and designate it a Primary Arterial Highway.

SUBJECT: PA20-0073: General Plan Amendment GPA 20-03 Transportation Element

PROPOSAL: Recommend to the Board of Supervisors amendment of the County of Orange Circulation Plan, contained in the Transportation Element, to conform the Circulation Plan to the Orange County Master Plan of Arterial Highways (MPAH), administered by the Orange County Transportation Authority (OCTA). The amendment will (1) reclassify Chiquita Canyon Drive between Fauna Drive and Esencia Drive from its current Secondary Arterial Highway designation to a Divided Collector Arterial; (2) add Fauna Drive as a Commuter roadway (Collector Arterial) between Chiquita Canyon Drive and Esencia Drive; and (3) add Esencia Drive as a Commuter roadway (Collector Arterial) between Andaza Street and Fauna Drive.
